A new property tax scam has hit the State of Michigan. Holly Moon, Newaygo County Treasurer, just learned that some property owners as close as Oceana County have received letters with offers to buy properties having delinquent taxes. Some mailings include completed deeds. Do not sign a deed that you receive in the mail!&lt;br /&gt;“So far, letters have been received from firms and individuals in Arizona, Hawaii and Pennsylvania,” said Mrs. Moon. “But we expect the problem may grow.” Mrs. Moon received information about this scam from County Treasurers in other Michigan counties. “Through the Michigan Association of County Treasurers, I exchange updated information on a wide variety of topics. When trouble pops up somewhere in the&lt;br /&gt;State, the news spreads rapidly through our e-mail network allowing us all to benefit from another’s experience.”&lt;br /&gt;The latest scam starts with a letter which states that the property owner is two or three years behind in their taxes. This may or may not be true. Then the writer offers to purchase the property and pay the delinquent taxes. The offers have been very low – as low as 10% of the property’s actual worth. But the con artist is counting on the property owners to either misunderstand or panic and sign the enclosed deed.&lt;br /&gt;If you receive a letter that mentions delinquent property taxes, and it is not from the Newaygo County Treasurer, do not respond to it! Do not sign a deed that you receive in the mail. Counties vary greatly in size and population. They range in area from 26 square miles (Arlington County, Virginia) to 878,860 square miles (North Slope Borough, Alaska). The population of counties varies from Loving County, Texas, with 140 residents to Los Angeles County, California, which is home to 9.2 million people.&lt;br /&gt;&lt;br /&gt;Forty-eight of the 50 states have operational county governments. Connecticut and Rhode Island are divided into geographic regions called counties, but they do not have functioning governments. Alaska calls its counties “boroughs” and Louisiana calls them “parishes.”&lt;br /&gt;&lt;br /&gt;At the March 26 meeting, the Newaygo County Board of Commissioners voted unanimously to proclaim its recognition of April 6-12 as National County Government week, created by the National Association of Counties in 1991 to raise public awareness and understanding about the roles and responsibilities of the nation’s counties. This year’s theme is “Protect our Children.”&lt;br /&gt;&lt;br /&gt;“Serving our residents is our main objective at the County Clerk’s Office,” said Newaygo County Clerk Laurel Breuker. “Last year we filed in excess of 2,000 documents and records; and maintained voter registration records for approximately 30,000 voters. As chief election official for the County this is a very busy and exciting year. Families and children will be greatly impacted by the decisions made this year in the Presidential election. I encourage parents to consider and include their children when exercising their privilege to vote for the candidate of their choice.”&lt;br /&gt;&lt;br /&gt;Newaygo County Treasurer Holly Moon’s office has seen the effect the foreclosure problem has had on area children and families affected by the loss of their home.&lt;br /&gt;“We can’t erase the foreclosure or economic crisis in our community, but we are fighting back,” Moon related. “In 2008 we actually have less property tax foreclosures. We need to make the public aware of their options.”&lt;br /&gt;&lt;br /&gt;Newaygo County Treasurer Holly Moon talked about the property tax foreclosure process and fielded a number of questions regarding possible interventions before property owners reach the final step of home loss. “it would be wonderful if I never had to sell another one ever,” she remarked, a statement that matched the collaborative atmosphere of the meeting.&lt;br /&gt;&lt;br /&gt;The 24 members of the task force then reviewed some of the planned material to be used for getting the word out to the community. The group also brainstormed other methods for reaching the public.&lt;br /&gt;&lt;br /&gt;The CNH program, funded by a grant from the FACF, is a multi-faceted effort that is aimed at local people who may be in need of one or more of a broad spectrum of services. These services run from preventative approaches to assisting in dealing with possible foreclosure itself. The task force, which plans to meeting quarterly, will help launch a public awareness campaign to help area individuals expand their options and save their homes.&lt;br /&gt;&lt;br /&gt;“I was out for a run the other day and noticed some houses that were empty,” said Hager. “that has such a negative impact on a neighborhood.” When we get the word out and are able to help people keep their homes, well, that will help everybody.”&lt;br /&gt;&lt;br /&gt;Information and help is available at the CNH office at 924-0641. Hager said that the staff of counselors is well trained and able to help assess each situation and provide confidential assistance. Moon said that several Michigan counties have fallen victim to having their accounts compromised by thieves. Moon said that she has worked closely with Independent Bank officials and County Clerk Laurel Breuker’s office to implement a “positive pay” system for the county’s checking accounts.&lt;br /&gt;&lt;br /&gt;“When a check is presented that doesn’t have a match in four critical areas, it becomes and “exception item,” Moon explained. “The first thing every morning, the bank posts these exceptions for us to review. Payment decisions are then made by me or my deputy and are submitted to the bank within a three-hour time frame.
